Police stop IBB rally in Kaduna

The Kaduna State Police Command, on Sunday, aborted the planned launch of presidential campaign of the former military president, Gen. Ibrahim Badamosi Babangida (retd) due to what it described as “security reasons.”

Babangida and his campaign coordinators had stormed the state capital where the former military ruler was also scheduled to inaugurate his newly completed campaign office, located close to the Murtala Square along Independence Way as well as address a rally to flag off his campaign in the state.

The IBB 2011 Presidential Campaign Organisation had also planned to stage a public procession as part of the activities marking the event.

The events were however cancelled at the last minute following the refusal of the state police command to give the IBB campaign organisation the required permission to hold it.

Heavily armed anti-riot policemen deployed around the Independence Way where the IBB 2011 Presidential Campaign Organisation is located, were observed turning back those suspected to be gathering around the area for the event.

The police claimed that the organisers of the event did not adhere to the provisions of the Public Order Act which required that the police must be informed 48 hours before such a public meeting would be allowed to take place.

It also said that such a political gathering would not be allowed in the precinct, said to be too close to the Alimi Road Government Lodge where Vice President Namadi Sambo, on a visit to the state, was receiving visitors.

Stopping IBB and his campaign team in the state, the police said, became imperative in order to avoid a clash between Babangida’s supporters and those of the vice president.

Kaduna State Commissioner of Police, Tambari Yabo Mohammed told newsmen that the law and not the police stopped the rally from taking place, adding that the organisers of the IBB rally did not follow laid down regulations.

Mohammed said, “It is wrong to say that the Commissioner of Police stopped the rally. The Public Order Act requires that the police be given at least 48 hours notice for processions that have political connotations.

“But the IBB people came to our office at about 10.00p.m on Saturday to inform us about the rally. When we consider the proximity of the IBB campaign office to the Government lodge at Alimi Road where the Vice President is staying, we decided not to allow them to hold the rally to avoid a situation where there will be a clash between their supporters.

“We did that in the interest of the state and so, it will be wrong to say that the Commissioner of Police stopped the rally because I did not stop the rally. I cannot stop any rally that conforms to the provisions of the law.

“If they had complied with the law and had given us 48 hours notice or even come to us early in the day, we could either have changed the date for them or change the venue if they insist on going ahead with the rally.

“You can see that the Vice President is in town and we are heavily involved in his activities. That notwithstanding, we would have changed the venue for them and mobilised our men to the place. But they did not follow the rules. From previous experiences, when two political groups meet, you cannot rule out the possibility of a clash”, he said.

When asked whether he was instructed by higher authorities to stop the IBB rally, the police boss said, “Nobody asked me to stop any rally. I am the Police Commissioner here and I am here because I am capable of handling the state. Otherwise, I will not be here”.

Reacting to the stoppage of the rally by the police in Kaduna, Babangida reportedly told a group of youth organizations who met him that “I believe it will hold one day.”

Also, the Deputy Director-General of the IBB 2011Presidential Campaign Organisation, Senator Kanti Bello was quoted as saying, “I don’t believe it’s the presence of the vice president in the state that stopped our rally.”
